I was poking around the other day trying to figure out how in the heck to get the Ranger Veteran armor, what’s that you ask? Well that’s those awesome guys on the case, and there are very few to no coherent guides other than mods and hoaxes fluttering about, I don’t know about you but I don’t like the first result to be “Rick Rolled” bullshit when I’m looking for a way to make my character look super Bad-Ass.
A few notes about the Ranger Veteran Armor is that these are traditional Ranger trench coats over some slick looking pre-war riot gear, and the helmets give a special vision enhancement for low-visibility areas. I’ve compiled some of the answers in a more coherent guide for you to look through and try out, as I have not tried out ALL of these options I can not vouch for them all, however I can so DO NOT travel to El Ray Motel, that is a hoax and you will find nothing but a teddy bear in the bathtub.
One of the many options is going to inside the building at Camp Golf, stack up on stimpacks and stealthboys as you’ll find yourself in quite a pickle here, these rangers pack AM rifles, Brush Guns, and revolvers. One of the best weapons, suggested by neardeath2 is the Ballistic fist, found at Bos hidden valley bunker, Crimson caravan company, and you can find it on some legion NPCs.
Second option being one of the easier ways, this requires the patch 1.2 being installed, simply access the NCR Ranger Safehouse located northwest of Black Mountain and east of the Junction 15 Railway Station. The armor will be sitting on the shelf inside. (Source by “LordNaughty”)
If you have at least a “Liked” reputation with the NCR talk to Hsu at Camp Macranen air field and he will give you the safe house key and a map location a little north and east of “Query 
Junction”. But be warned, this place has a lot of deathclaws! The safe house contains: Vet Ranger Armor, Ranger Patrol Armor, and NRC Power Armor plus ammo, weapons, stimpacks, etc. Jackpoott!
It’s also said if you become “liked” or better by the NCR you can buy the armor at Hoover Dam.
You can go to one of the Ranger Outposts, Echo, Camp Forlorn Hope, Camp Golf, and other areas and stealthily and quickly sniper them or eliminate them and take their armor that way.
It has also been suggested to reverse pick pocket a different set of armor so they will put it on, this I can not confirm.
